Abstract

The outsourcing of accessory services in the public sphere in Brazil gained strength in the mid-1990s. In this context, when the outsourcing of some services is made possible, the public administration, in promoting the materialization of the needs for goods and services, follows a universe of mandatory procedural rites that are linked from the requisition of the good or service to its execution.
